Ronald D. Carlson
Ronald D.
Carlson was the third child in a family of two boys
and two girls born to Ruth (Cederberg) and Wally Carlson. He
grew up on an irrigated farm near Firth, Idaho. During his years on the
family farm he learned about caring for all kinds of livestock
including the 3500 laying hens his parents maintained. He attended the
public schools in Firth and was active in 4-H and FFA. He
graduated from high school in 1963. He attended Victor Valley
College in California and the University of Idaho. After a
brief break in his college education, during which time he returned to
Firth to operate the family farm when his father became disabled with a
stroke, he went on to graduate from the University of Idaho with a
bachelors and Masters of Science in Agricultural Engineering. After
graduation, he was hired by the Idaho Department of Water Resources as
a hydrologist in Boise, where he worked until 1973 when he moved to
Idaho Falls to administer the Dam Safety Program in the
Department’s Eastern Region. He became regional
manager of the Eastern Regional Office of the Department of Water
Resources in 1974. In 1978, the water users of Water District
1 elected him as Snake River Watermaster. Ron was a
member of Toastmaster’s International and through his career
has been frequently asked to speak to numerous organizations.
In addition he is known for has written many papers and
articles. In 2004 he prepared prepare a paper providing the
historical perspective of water development and management and was
asked to present his perspective to the Legislative Interim
Committee. Ron was inducted into the Gamma Sigma Delta
Agricultural Honor Society in 1985 and since that time has received
many recognitions and awards for his service to the state and those who
use the state’s water resources. These recognitions and
awards include the Idaho Water Users Water Statesman award and the
Chamber of Commerce Silver Plow Award. In March 2006 his
achievements were recognized on the floor of the U.S. Senate by Senator
Michael Crapo who commended Ron for his life time achievements and his
current efforts to build the Pearl House as a shelter for at-risk
children. This recognition is now part of the congressional
record.
In 1979 Ron was instrumental in the creation of the Idaho
State Water Bank and the local Rental Pools that make storage leases
possible in Idaho. During much of the decade of the
1980’s he was involved in negotiations with the
Shoshone-Bannock tribes to resolve their reserved water right claims
that were filed in the SRBA. The 1990 Fort Hall water rights agreement
was one of the first successfully negotiated settlements of Indian
water rights claims to have ever been successfully accomplished.
Largely as a result of Ron’s efforts the non-Indian water
users were able to acquire storage space in Ririe and Palisades
Reservoirs to mitigate the impacts that would result from granting the
Sho-Bans the best water right on the river. More recently Ron was
a technical advisor to the coalition seeking a settlement of
the Nez Pierce and ESA Snake River water issues. This
settlement has been approved by congress and the Idaho State
Legislature.
Ron is licensed in Idaho as a professional engineer and land surveyor
and also holds a private pilot’s license. He is a
skier, a hunter, fisherman, backpacker and while in high school he was
actively involved in sport judo.
He is married and has three children and currently is living near Firth
where he continues to manage an irrigated farm. His wife
Angela teaches violin and orchestra in her studio in Firth and directs
a community orchestra she started in Firth. In support of his
wife’s work Ron works as a luthier and restores and repairs
stringed instrument. Ron currently manages Tent Maker
Services which provides a verity of services to several small
corporations in the community. This includes water resource
consulting services provided under the Tent Maker Services under the
name IdahoH20 Consulting. |

Mrs. LaDonna Foster
Has twenty-nine years of
diversified experience as a Contract
Specialist, Program Manager, Program Analyst, and Equal Employment
Opportunity Special Emphasis Program Manager with the Department of
Energy and the Department of Defense. Also, Mrs. Foster has
completed 23 years of military service with the United States Air Force
and the Alaska and Texas Air National Guard, as a Medical Laboratory
Technologist, Medical Service Specialist, and Nationally Registered
Emergency Medical Technician. She graduated from the
Executive Potential Program, United States Department of Agriculture
Graduate School Graduate, April 2001; and received a Masters of
Procurement Acquisition Management and Masters of Management, Webster
University, May 1993; Bachelors of Business Administration and a minor
in Marketing, University of Alaska, May 1983; and an Associate in
Applied Science, Medical Laboratory Technology, Community College of
the Air Force, June 1986.
Mrs. Foster’s noteworthy accomplishments include: President
George W. Bush Call to Service Award for donating over 4,000 hours of
community service, 04/2007; Idaho Falls Beta Sigma Phi Woman of the
Year , 04/2006; Secretary Of Energy Community Service Award, Department
of Energy Headquarters, 05/2003; Lockheed Martin Idaho Technology
Company President’s Diversity Crystal Globe Award for Special
Achievement in Community Service, 09/1999; The Idaho National
Engineering and Environmental Laboratory Woman of the Year Award,
03/1998; and the Vice-President Gore special recognition Hammer Award
for Special Act or service, 09/1998.
Since residing in Idaho Falls, Mrs. Foster has made significant
contributions in the community by working with others who have devoted
decades to community service. Her accomplishments
include: Vice President African American Alliance organized
for the purpose of initiating dialogue and providing resources that
contribute to the educational, economical and cultural growth and
development of the Idaho Falls, Idaho community, 05/2006 to present;
Martin Luther King Jr. Banquet Chair, 01/2007; Pearl House Marketing,
Events, Feasibility Study and Communications Steering Committees
Member, 01/2004 – present; Member, Family Care Center Board
of Directors, March 2007; City of Idaho Falls Heritage Festival Chair,
1998-1999 and Principal Advisor 2002 & 2003; Executive Board
Member, Skyline High School Booster’s Club, 1997- 2001;

Michael Stamper
Mike is currently a
mortgage officer with Wells Fargo Home Mortgage in
Idaho Falls and has been in the mortgage business for eight years.
Prior to and in addition to Wells Fargo, he was a pastor for churches
in Burley ,Idaho and St Anthony, Idaho for a period of 13 years with
the International Church of the Foursquare Gospel and is currently
licensed and on staff at Shiloh Christian Center in Idaho Falls,
Idaho. Prior to the position of pastor, Mike sold real estate
in Sun Valley Idaho for a period for 1979 to 1988.
Mike is married to Janice Stamper since 2000 and has three step
children, one foster daughter and a foster grandchild. His
involvement with Family Care Center and the Pearl House project has
been since late 2006.

Phil Bates
Phil grew up in Indianapolis.
Phil went to school at Purdue University, where he received a degree in Chemical
Engineering in December of 1990. He worked in research at
M&M/Mars Inc. from January of 1991 to December of 1995 as a Process
and Product Development Engineer. In January of 1996 I moved to
Idaho to work for Basic American Foods as a Research Engineer.
He lived in Idaho Falls since that time, an am now a Sr. Project
Manager at Basic American Foods. Phil has been on the board of
directors since 2007.
